Not motivated to vote?

Today is the day. The day for USM students to vote for the 2010/2011 Campus Election.
But it seems that the turn-out rate was still low until around 2 pm.

Good news for some us is that there are 43 USM students in India who are given the opportunity to vote.

The question is, why are there low turn-out rates for campus elections? It's not only this year but yeas before too.

Student are not motivated? Students are busy with classes, tutorials? Students are not interested?
